On October 12, 2017 in Ortigas, stakeholders from government, civil society, academe, and the business sector gathered to reflect on whether the 3rd national action plan of the Philippine-Open Government Partnership (PH-OGP) 2015-2017 "opened" government. The discussion served as one of the sources of the Independent Reporting Mechanism (IRM) End-of-Term Report of the PH-OGP. Because of this dialogue, we were able to identify best practices in implementing OGP commitments and areas that can be improved.
