The La Salle Institute of Governance will be implementing a multi-year project focusing on local governance research, capacity building for local governments, and advocacy for decentralization policy reforms. In this regard, the Institute is looking for candidates for the following positions:


Local Governance Capability Building Officer

The Local Governance Capability Building Officer will provide overall technical and administrative support in the planning, implementation, and monitoring of the project activities and outputs of the Institute related to capacity building for local governments and other stakeholders. In particular, the position will fulfill the following tasks:

  • Overall management of day-to-day technical and administrative operations of the project and other assigned tasks in the Institute;

  • Reporting project activities, milestones, and outputs to the Senior Specialist;

  • Planning, implementation, and monitoring of knowledge activities of the program in relation to capacity building such as training, workshops, meetings, and forum;

  • Provision of support to the Senior Specialist in producing project outputs such as reports, log-frames, training modules, M and E documents, policy briefs, and among others;

  • Coordination of plans, activities, and outputs with project partners, consultants, and stakeholders;

  • Coordination of plans and activities with DLSU JRIG officers and personnel;

  • Attendance in program activities conducted online or face-to-face, including those implemented outside DLSU; and

  • Attendance in project meetings.

The Local Governance Capability Building Officer reports directly to the Project Director (Local Governance Capability Building Specialist/ Decentralization Adviser). S/he works closely with the Governance Research and Data Specialist, the Governance Research and Data Officer to achieve the technical results of the CHANGE program. S/he works together with and supervises the Program and Finance Officer.

Qualifications:

  • Completed Bachelor’s Degree in any relevant Social Science discipline: Political Science, Public Administration, Development Studies, Education, Human Resource Management, Sociology, Community Development, and others (Master’s Degree or having substantial Master’s Degree units preferred);

  • At least three (3) years of experience in managing, coordinating, and/or assisting in the implementation of development projects and programs;

  • Background in capacity building (training, instruction) including but not limited to training needs analysis, syllabus/curriculum/module/instructional design, facilitation, and others;

  • Excellent communication skills – including the ability to write reports (e.g. technical reports, inception reports, strategic plans, etc.) and facilitate/ lead meetings with stakeholders;

  • Excellent skills in operating MS and Google Suite and managing virtual meetings and conferences;

  • Experience in planning, designing, organizing knowledge activities such as trainings, forums, workshops, and conferences;

  • Experience working in/with local governments an advantage;

  • Demonstrated ability and experience to produce scholarly articles and conduct research is a plus, and;

  • Availability and willingness to travel in various cities in the Philippines (starting in Year 2 or Year 3) if necessary.


Governance Research and Data Officer

The Governance Research and Data Officer will overall technical, administrative, and logistical support in the planning, implementation, and monitoring of project activities and outputs especially relevant to research and data management systems and applications in local government settings. In particular, the position will have the following tasks:

  • Overall management of day-to-day technical and administrative operations of the project and other assigned tasks in the Institute;

  • Reporting project activities, milestones, and outputs to the Senior Specialist;

  • Planning, implementation, and monitoring of knowledge activities of the program in relation to research, data analysis, and research dissemination;

  • Provision of support to the Senior Specialist in producing project outputs such as reports, log-frames, training modules, M and E documents, policy briefs, and among others;

  • Coordination of plans, activities, and outputs with project partners, consultants, and stakeholders;

  • Coordination of plans and activities with DLSU JRIG officers and personnel;

  • Attendance in program activities conducted online or face-to-face including those implemented outside DLSU; and

  • Attendance in project meetings

The Governance Research Data Officer reports directly to the Governance Research and Data Specialist and the Project Director. S/he works closely with the Local Governance Capability Building Officer to achieve the technical results of the CHANGE program. S/he works together with and supervises the Program and Finance Officer.

Qualifications:

  • Completed Bachelor’s Degree in any relevant discipline: Information Technology, Information Systems, Technology Management, Economics, Political Science, Public Administration, Development Studies (Master’s Degree or having substantial Master’s Degree units preferred);

  • At least three (3) years of experience in managing, coordinating, and/or assisting in the implementation of development projects and programs.

  • Background in data collection, processing, management, and applications;

  • Background in information technology, information systems, and analytics;

  • Demonstrated ability and experience to produce scholarly articles and conduct research;

  • Excellent communication skills – including the ability to write reports (e.g. technical reports, inception reports, strategic plans, etc.) and facilitate/ lead meetings with stakeholders;

  • Excellent skills in operating MS and Google Suite and managing virtual conferences;

  • Experience in organizing knowledge activities such as trainings, forums, workshops, and conferences; and

  • Experience working in or with local governments is an advantage.

  • Availability and willingness to travel in various cities in the Philippines (starting in Year 2 or Year 3) if necessary.


Program and Finance Officer

The Position will provide the overall administrative and logistical support in the implementation of the program. The specific tasks are as follows:

  • Financial and contractual management of the operations of the program;

  • Coordination and communication with program partners on the administrative and financial management of the project;

  • Facilitation of administrative and financial processes concerning the program – e.g. preparation of ToRs, contracts, MoAs, procurement, reimbursement, disbursements, financial reports, liquidation, etc. ;

  • Coordination and communication with DLSU offices (Financial and Accounting Office, Office of the Legal Counsel, Office of the Vice Chancellor for Research and Innovation, etc) concerning the administrative and financial management of the program;

  • Collaboration and coordination with JRIG officers and program personnel;

  • Reporting to the Project Director and JRIG Director regularly;

  • Attendance in program activities conducted online or face-to-face including those implemented outside DLSU; and

  • Attendance in project meetings

The Program and Finance Officer reports directly to the DLSU Project Director. S/he reports and works closely with the Local Governance Capability Building Officer and Governance Research and Data Officer to achieve the technical results of the CHANGE program. S/he works closely with the DLSU JRIG personnel and DLSU offices.

Qualifications:

  • Completed Bachelor’s Degree in any of the following fields: Business Management, Accountancy, Public Administration, Community Development, Development Studies, Communications, Legal Management, etc;

  • At least three (3) years of experience working on program/ project administration, financial management, office management, contract management, and grants management, and/or assisting in the implementation of development projects and programs;

  • Excellent skills in using Google and MS Suite and other office management software;

  • Has experience in doing accounting, auditing, and preparing financial reports; and

  • Demonstrated office management skills – document preparation, doing minutes of the meeting, knowledge management, scheduling of activities, database maintenance, etc.
