The SGLG is a progressive assessment system adopted by the Department of the Interior and Local Government (DILG) to give distinction to local government units (LGUs) that accomplish performance standards across several areas. Below are links to memorandum circulars regarding SGLG and other related issuances.

 

 

2017 Seal of Good Local Governance:Pagkilala sa Katapatan at Kahusayan ng Pamahalaang Lokal

As of 2017, the 4+1 principle applies where LGUs must meet the criteria for financial administration, disaster preparedness, social protection, peace and order and 1 of the following: business-friendliness and competitiveness, environmental management, or tourism, culture and the arts.

 

 

Guidelines for the release of the 2016 Performance Challenge Fund (PCF)

The PCF is a financial subsidy available for qualified local government units (LGUs). The program has been implemented since 2010. According to this issuance, in order for LGUs to be eligible to access the PCF, the LGU must pass the SGLG. 


 

Assistance to Disadvantaged Municipalities (ADM)

The purpose of the ADM program is to provide a "catch-up mechanism" to municipal governments. Projects funded by this program aim to increase citizens' access to basic facilities and promotes CSO participation in local governance.

 

 

Draft DILG-DBM Joint Memorandum Circular re. Policies and Guidelines in the Preparation of Projects List for FY 2018 Local Government Support Fund-Assistance to Municipalities Program

For FY 2018, about twenty one billion pesos has been appropriated under the Local Government Support Fund (LGSF) in the National Expenditure Program (NEP) to implement the Assistance to Municipalities Program. The provision requires all national government agencies to post a transparency seal on their official website.
